[UCIMC-Tech] CiviCRM: import contacts/503 Service Unavailable

My brothers in Tech & Web:

I'm trying to upload a .csv file of contacts, through "Import Contacts,"
into CiviCRM, and am getting the following message:

Error 503 Service Unavailable

Service Unavailable
Guru Meditation:

XID: 1083859999
I've done some looking around on the web for help in this matter, but I
can't quite figure out what could be the problem, except that it's
server-based (?). Is there someone who could help fix the problem or help me
fix the problem?
