[UCIMC-Tech] No Mail Admin Access

Hi Mike,

I fixed this the other day, but forgot to email the list. This is the
same issue that has been reported before, but I haven't had the time to
devote to finding a permanent fix yet. Fortunately, it only takes a few
seconds to get it running again once the problem has been noticed.
