Oops, I already made it a feature.  Mike's points with respect to
featurizing announcements and the ramifications of syndicating
announcements are well made, and it shows that we have some thinking
to do.  Mike, would you be willing to start drafting a feature policy
for the next web meeting?  You've obviously been thinking about it a
lot, and it would be good to have a starting point for discussion.
