[Imc-web] Media Gallery back on

I turned the media gallery back on (Sascha turned it off during the
dada meeting) because searching is broken without it...if you search
and the hits pick up media files from an article, then clicking on
them gets you a page with "Media gallery disabled," i.e. dada creates
links into itself that it refuses to service if the gallery is
disabled.

FWIW, I think the gallery is a useful thing, and if the only objection
is that the random image is sometimes ugly, perhaps we could just
eliminate the image and make it a "browse gallery" link. Or eliminate
the chunk in the upper-right-hand-corner altogether, but leave the
gallery functional (i.e. don't turn it off in the admin interface.)

This is another example of ways dada isn't tested...most installations
leave all the core things enabled, so turning them off without testing
the ramifications is a bad idea.
