I've been holding this as a feature, since election coverage took 
priority. I have now made it a feature.

It's an ongoing story by Sandra Ahten, it's timely with a county board 
decision coming up Thursday, and it covers a basic human rights issue 
for prisoners.

Please note that it is down a couple of slots, being older than two 
features on the election. Tomorrow, it should have the timestamp updated 
by editing it so that it becomes the top story, if people are OK with 
this. Other post-election coverage can then filter in on top of it, as 
needed.
