In an area of the local 'justice' system where IMC reporting has already 
made a substantial difference, this story covers an important 
development where county officals seem to have already concluded that 
more jails are the most likely solution to whatever 'problem' they are 
trying to solve. This is a question that deserves much closer scrutiny 
than the local dominant media has given to it.
