i've edited the toprow.inc file -- replaced the ragg link (since ragg is 
non-operational and has asked that it's status as a working group be 
revoked) with one to wrfu.  i used the www.radiofreeurbana.org link since 
it'll give surfers a clue about what wrfu is if they hover on the link.
