It's a useful look at the controversy raised by the demands of Savoy 
residents to continue the "free riding" they have benefited from by 
taking advantage of the lessening of congestion in the urban area, 
without their willingness to share the costs of one of the major reasons 
driving into the cities from the 'burbs is so convenient -- the fact 
that the MTD takes so many cars off the road.
