[Imc-web] rewrite rules for www.ucimc.org to archcive.ucimc.org....

We get lots of spams looking for a directory called ~scumbag, which was an
old honey trap.  I'm tempted to redirect these to www.halliburton.com.

Incidentally, could someone set the system clock on zeco so that it's right?
