The cities list has been moved off the right sidebar and into the footer.
This is set up, incidentally, to automatically update once a week.  The
original code was set up to check daily.  Annually might be more realistic.

Moving the cities list off the sidebar gave us more room for more stories in
the sidebar lists, so the "Local Interest" list is up to 20 stories, the
"Global Newswire" list is up to 15, and the Indymedia feed is up to 15.

I also created a new "scope" term.  Now, along with "Global" and "Local",
there's a third option, "Unlisted."  You can use this when you want to
upload a picture for an image gallery and don't want it to appear by itself
in the lists on the sidebar.
