[Imc-web] Need IP Block

And what is weird is that, if you're logged out and are an anonymous 
user, you get the warning that you didn't do the math problem right in 
order to post a comment just by going to an article, without even 
actually trying to post a comment.

So it thinks you're posting a comment, even though you don't.
