[Imc-web] feature on Debtor's jail

I've been visiting an inmate, Michael Alexander,
and his story is part of an ongoing story of poor conditions in Champaign
County jail.

I would like to propose this as a feature and I'm trying to include this
image:

But due to tech shortcomings, I'm not sure if it worked.

Michael Alexander is also one of Sgt. Myers' victims - but more on that
later.
