[Imc-web] Courtwatching study

Since it is just a press release from the University, I'm hesitant about 
featuring it. If someone wanted to write an analysis of it, putting some 
perspective on its overly positive spin, despite the rather disturbing 
evidence of ongoing systemic disparities, that would make a good feature.
