[Imc-web] featured announcements

Brian and Carly,
This is one of the Update Options available for articles in Manage 
Content. This pulls an item from the Newswires and pulls it to the 
center of the page. Instead of making it a Feature, it puts it at the 
top of the Features column. I don't believe that they syndicate in that 
position; at least they didn't in the past. This would solve the problem 
of making local events more visible, without syndicating them to US IMC, 
for instance.
