[Imc-web] Puppet tour on the PIC coming through Champaign

Ok. I've enabled a "missing letter" captcha that makes folks fill in two
missing letters for the captcha word in order to submit the story, event,
etc.

I'm going to continue working on getting a more robust solution, but I think
this should work for now.
