(Editor's Note: The United States is the predominant military power in
the world, with no chance for any other country to eclipse its power in
the forseeable future, even without a rise in military spending. Most
scientists agree that a defense against ballistic missiles is a
presidential pipedream-what has that guy been smoking?)
