"The average person convicted in the savings-and-loan scandal of the early 
1990s received 36.4 months in prison for stealing $100,000 or more. During 
the same period, someone committing burglary valued at $300 or less 
received 55.6 months, according to a study by professors from the 
University at California at Irvine and St. John's University." --

OK, so extrapolating, somone completely innocent of stealing anything would 
serve about 55.658 months, and someone stealing around $278,290 would go 
free.  Continuing to extrapolate, someone who stole over $278,290 would 
serve negative jail time.  I'm not sure what that would mean.  Maybe the 
victims would be jailed?  Clearly, more research needs to be done.
