Satterfield arriving for 'conflict maintenance'

US Deputy Assistant Secretary of State David Satterfield is scheduled
to arrive Monday for a round of talks diplomatic officials are
describing as "conflict maintenance" keeping a lid on the level of
violence here before the US acts against Iraq.
