Barbara -

While not Congressional, the word from Tony Fauci (head of NIH) in response 
to the specific question Tuesday at the Federal Biodefense Conference in DC 
was "any (civilian) smallpox vaccinations will be voluntary".

The emphasis at the NIH and US Army Medical Research and Material Command 
(USAMRMC, the folks who supervise USAMERIID) is (1) toward a a better 
smallpox vaccine and (2) therapeutics.  Specifically, there is also 
significant interest in the modified vaccinia ankara (MVA) vaccine, which 
has been used in Germany with HIV+ and people under-going cancer treatments 
but has never been evaluated in an outbreak scenario.
