According to just-released government figures, the number of Americans
with million-dollar incomes more than doubled during the second half of
the '90s. Only 87,000 people made a million bucks in 1995; five years
later, this figure rose to more than 205,000. And we're not talking just a
lousy million; we're talking about an average of $3.2 million. This tiny
group captured a quarter of the nation's total personal income growth from
1995 through 1999. Remember this all took place during a Democratic
administration. According to New York University economist Edward N.
Wolff, wealth is more concentrated at the top in the United States than at
any time since the Great Depression. Yet while the super-rich have been
raking it in as never before, the contribution these people made to the
federal tax pie fell by 11 percent. Because of the run-up in the stock
market coupled with a cut in the capital-gains tax rate, normal people
making average salaries paid a higher percentage of federal taxes ...
Clinton's DNC chair Terry McAuliffe pocketed a cool $18 million from
Global Crossing on an investment of just $100,000 while that company's
honest shareholders got fleeced, Enron style, when the company went
baknrupt (4th largest in US history) [NATION]

The Weekly Standard reports on Congresswoman Sheila Jackson Lee's curious
commuting habits -- being chauffered the one block from home to office.
Lee was number two on the list of House members receiving Enron money.

When Bush was in the oil business, his failing company Spectrum 7 was
bought by Harken Energy. Bush and his two partners got $2 million in stock
in exchange for a company that had lost $400,000 in the six months prior
to the sale. Bush himself got stock worth about $500,000 and an annual
consulting fee of $120,000, later reduced to $50,000. In June 1990, Bush
sold two-thirds of the Harken stock he had acquired in the Spectrum 7 deal
at $4 a share - $318,430 more than it was worth when he got it. A month
before Bush sold his stock. . . Smith, Barney, Harris, Upham & Co., the
financial consultants hired by Harken, told Bush... only drastic action
could save the company. So Bush sold his stock before the news became
public. According to U.S. News & World Report, there was 'substantial
evidence to suggest that Bush knew Harken was in dire straits.'" [MOLLY

The there's this small paragraph buried deep in a multi-page story in The
Washington Post: "The president said he didn't want other countries
dictating terms or conditions for the war on terrorism. 'At some point,'
the president said, 'we may be the only ones left. That's okay with me. We
are America.'"

Chris Patten, the EU commissioner in charge of Europe's international
relations, has launched a scathing attack on American foreign policy -
accusing the Bush administration of a dangerously "absolutist and
simplistic" stance towards the rest of the world.  As EU officials warned
of a rift opening up between Europe and the US wider than at any time for
half a century, Mr Patten tells the Guardian it is time European
governments spoke up and stopped Washington before it goes into
"unilateralist overdrive".  "Gulliver can't go it alone, and I don't think
it's helpful if we regard ourselves as so Lilliputian that we can't speak
up and say it," he says in today's interview.  Mr Patten's broadside came
as the French prime minister, Lionel Jospin, warned the US yesterday not
to give in to "the strong temptation of unilateralism".  Like France, Mr
Patten singled out Mr Bush's branding of Iraq, Iran and North Korea as "an
axis of evil".  "I find it hard to believe that's a thought-through
policy," he says, adding that the phrase was deeply "unhelpful".  EU
officials concede that the US and Europe could now be on a collision
course over Iran, with the EU determined to forge a trade and cooperation
agreement with Tehran just as Washington has deemed it an "evil" sponsor
of terror.  Mr Patten insists that the European policy of "constructive
engagement" with Iranian moderates and North Korea is much more likely to
bring results than a US policy which so far consists of "more rhetoric
than substance".  The commissioner's remarks represent the most public
statement yet of what has become a growing sense of alarm in Europe's
capitals at the increasingly belligerent tone adopted by Washington.  One
senior EU official said: "It is humiliating and demeaning if we feel we
have to go and get our homework marked by Dick Cheney and Condi Rice.
We've got to stop thinking that the only policy we can have is one that
doesn't get vetoed by the United States."  Publicly, the British
government continues to stand "shoulder to shoulder" with Mr Bush. But
senior Labour figures admit they are deeply troubled by the newly
aggressive thrust of US thinking - especially the hints that America could
widen the war against terrorism to a clutch of new countries. They are
likely to seize on Mr Patten's remarks as they press their case with Tony
Blair.  In the interview the former Conservative party chairman delivers a
devastatingly comprehensive critique of US strategy. He upbraids
Washington for showing much more interest in stamping out terrorism than
in tackling terror's root causes.  "When you're addressing that agenda,
frankly, smart bombs have their place but smart development assistance
seems to me even more significant," he said ...  Mr Bush's "axis of evil"
speech appears to have been the last straw for EU policymakers. In today's
interview, Mr Patten offers withering condemnation of the phrase.  
Besides balking at the word "evil", he disputes whether the three
countries named are an axis at all, insisting there is no evidence that
they are working together on weapons of mass destruction. But Mr Patten
also expresses great irritation with Washington for undermining
long-established EU efforts to reach out to Tehran and Pyongyang.  "There
is more to be said for trying to engage and to draw these societies into
the international community than to cut them off," he says.  But Mr
Patten's greatest ire is reserved for America's go-it-alone approach to
international relations. "However mighty you are, even if you're the
greatest superpower in the world, you cannot do it all on your own."  He
calls on Europe's 15 member states to put aside their traditional wariness
of angering the US and to speak up, forging an international stance of
their own on issues ranging from the Middle East to global warming.

BOWEN SMITH: Beginning on Monday, December 8th, 1941, just hours after the

War, military recruiting offices were inundated by long lines of American
men eager to take up arms against the Japs. These regular GI Joes were
augmented by the enlistment of prominent actors, musicians and the sons of
many of the elite families of the American political and business
establishments. Clark Gable, Jimmy Stewart, Ronald Reagan, Glenn Miller,
Teddy Roosevelt Jr. and a very young George Herbert Walker Bush come to
mind. (With the exception of Reagan, all saw actual combat or served in
theaters where their lives were at risk.)  But since the 9/11 attacks that
killed approximately 3,000 Americans within our own borders, we have
witnessed not a single high-profile enlistment from the ranks of our
political, industrial, media, or entertainment elites. Not one.

For years, Enron (along with Unocal, BP Amoco, Exxon, Mobil, Pennzoil,
Atlantic Richfield, Chevron, Texaco, and other oil companies) has been
involved in a multi-billion dollar frenzy to extract the reserves of the
three former Soviet republics, Turkmenistan, Azerbaijan, and Kazakhstan. .  
. According to Alexander's Oil & Gas Connections, Enron signed a contract
in 1996, giving it rights to explore 11 gas fields in Uzbekistan, a
project costing $1.3 billion. The goal was to sell gas to the Russian
markets, and link to Unocal's southern export pipeline crossing
Turkmenistan, Uzbekistan and Afghanistan. . . Enron recently conducted
feasibility studies for a $2.5 billion trans-Caspian gas pipeline to be
built jointly with General Electric and Bechtel. Enron's goal was to link
this pipeline to another line through Afghanistan. [LARRY CHIN ONLINE

On December 14, Bush invoked executive privilege in refusing to comply
with two subpoenas from [Rep. Dan] Burton's panel, the House Committee on
Government Reform, seeking information from the Justice Department. One, a
continuation of Burton's late-1990s anti-Clinton crusade, requested
internal prosecutorial memos outlining Janet Reno's decision not to
appoint an independent counsel to investigate impropriety in Clinton/Gore
fundraising. The second concerned an FBI investigation in Boston more than
twenty-five years ago. When Burton's committee requested internal
prosecutorial memos from the case, the Administration balked, saying that
such a release would have a chilling effect on confidential advice offered
within the executive branch. [NATION]

What was Neil Bush doing in Jidda, Saudi Arabia, last week? Officially,
the president's youngest brother was a keynote speaker at an international
business forum. . . Newsweek has learned the presidential sibling also had
another agenda: recruiting Middle East investors for an
educational-software firm that, industry sources say, may benefit
enormously from the new $26.5 billion education bill signed by President
George W. Bush. Neil Bush's Austin-based firm, called Ignite, has raised
about $18 million since last year, mostly from foreign investors in Japan,
Taiwan and the Middle East, said Ignite exec Kenneth Leonard. The company
is exploring joint ventures with computer software firms in Dubai and is
seeking contracts with the United Arab Emirates' Ministry of Education and
other foreign governments, said Leonard, who has accompanied Bush on three
trips to the Mideast since George W became president. [NEWSWEEK]

During former defense secretary Richard Cheney's five-year tenure as chief
executive of Halliburton, Inc., his oil services firm raked in big bucks
from dubious commercial dealings with Iraq. Cheney left Halliburton with a
$34 million retirement package last July when he became the GOP's
vice-presidential candidate. Of course, U.S. firms aren't generally
supposed to do business with Saddam Hussein. But thanks to legal loopholes
large enough to steer an oil tanker through, Halliburton profited big-time
from deals with the Iraqi dictatorship. Conducted discreetly through
several Halliburton subsidiaries in Europe, these greasy transactions
helped Saddam Hussein retain his grip on power while lining the pockets of
Cheney and company. According to the Financial Times of London, between
September 1988 and last winter, Cheney, as CEO of Halliburton, oversaw
$23.8 million of business contracts for the sale of oil-industry equipment
and services to Iraq through two of its subsidiaries, Dresser Rand and
Ingersoll-Dresser Pump, which helped rebuild Iraq's war-damaged
petroleum-production infrastructure. The combined value of these contracts
exceeded those of any other U.S. company doing business with Baghdad. . .
With Cheney at the helm since 1995, Halliburton quickly grew into
America's number-one oil-services company, the fifth-largest military
contractor, and the biggest nonunion employer in the nation. Although
Cheney claimed that the U.S. government "had absolutely nothing to do"
with his firm's meteoric financial success, State Department documents
obtained by the Los Angeles Times indicate that U.S. officials helped
Halliburton secure major contracts in Asia and Africa. Halliburton now
does business in 130 countries and employs more than 100,000 workers

Colombia has the dubious distinction of having the highest number of trade
union leaders and activists assassinated in the world (180 in the first 11
months of 2001). Almost all these murders are committed by paramilitary
forces closely associated with the Colombian Armed Forces. Over 30,000
people mostly workers, peasant, human rights advocates, leftist political
leaders, teachers and health workers have been killed by the Armed Forces
and their backers among paramilitary allies over the past decade. Brutal
state terrorism is supported by two identical parties, the Liberals and
Conservatives, who in turn, purchase protection for their narco
trafficking bankers, landlords and industrialists. The oligarchical
dictatorial regime, passed off as a democracy in the Western media, is
responsible for the emergence of the two guerrilla groups, the
Revolutionary Armed Forces of Colombia Peoples Army (FARC-EP) and the
National Liberation Army (ELN). . . The greatest repression - kidnapping,
torture and murder of trade unionists takes place where the government
troops predominate, and the death squads have a free hand. In the regions
and municipalities where the FARC is strong, the trade unions are free to
successfully carry on their struggles. In the demilitarized zone - the
size of Switzerland - where the FARC rules, not a single trade unionist
has been assaulted. In adjoining regions scores have been killed, with
impunity. In Army controlled zones, assassinations and kidnapping of trade
unionists take place in broad daylight on major roads a few meters from
military headquarters. No one is ever arrested nor prosecuted. [JAMES

NY Times frontpage headline: "Uncertain Toll in the Fog of War: Civilian
Deaths in Afghanistan." Former army intelligence analyst William Arkin
says that the subject ties the military in knots: "It's an irritant, and
they avoid it."

"Voices of caution fall silent" reads the subhead on the LAT's Iraq lead.
Apparently there is agreement within the administration that some kind of
action is due, be it with words or weapons, against Saddam, who has too
much (in the LAT's words) "wiggle room," which might enable him to "pull
off devastating surprises" in the future. Dick Cheney goes on a
nine-country tour of the Middle East next month in an effort to engender
support for the campaign. The LAT doesn't name those "voices of caution,"
but makes it plain that usual suspect Colin Powell is not among them.
"After the president, Powell now looks like the hardest-line person in the
administration," says a source at State. [SLATE]

The Shays-Meehan bill, up for a vote in the House this week, would ban
unlimited "soft money" from unions, individuals, and big companies (like
Enron), according to the WP lead. Were it not for Enron's ties to his
administration, George W. would probably be pressuring moderate
Republicans to vote against the bill-but, in the absence of that, it has a
decent chance. "I'm voting for Shays," Frank Wolf, R-Va., says. "I don't
think there will be any punishment of anybody." Shays-Meehan is a version
of McCain-Feingold, which already passed the Senate.  An NYT editorial
calls Shay-Meehan the "most important vote on cleaning up the nation's
scandalous and corrupt political fund-raising system in more than 25
years." And while the White House may be holding back, Republican leaders
in the House are "resorting to every legislative and political tactic to
kill reform," an aspect of the story omitted by the Post. The Times goes
so far as to publish the phone number at the Capitol ("We rarely take this
step
"), so that its readers can call their reps. "Let the voices of
Americans speak louder than the sound of cash registers once and for all."

Gun advocates argued unsuccessfully for lock boxes at Olympic venues,
leaving no place for them to store their concealed weapons. "Leaving your
weapon at home makes you defenseless during the many hours that you will
spend traveling to and from each Olympic event," opines Gun Owners of
Utah. A similar controversy is brewing at the University of Utah, whose
president has banned guns from campus. "It's a two-edged sword," says a U
of U student. "From his [the university president] perspective, he thinks
if professors or students knew there were students who were concealing
firearms, they might not be at liberty to speak freely. But the Catch-22
is, those students who carry may feel like they can't speak freely if you
take away the power to defend themselves." [LA TIMES]
