The Sunshine Project recently obtained a copy of a US Navy proposal to
develop new weather modification weapons to impede movement by floods or
blizzards & to disrupt enemies' economy by "floods, droughts, etc." via the
Freedom of Information Act (after 18 months of delays).

It is a short proposal from the US Naval Air Warfare Center Weapons
Division (China Lake, CA) to the Joint Non-Lethal Weapons Directorate for
funding to explore weather modification weapons. There's no date on the
paper; but the JNLWD says it is from 1 April 1994. (April Fools Day, how
appropriate.)
As some here probably know better than i, China Lake has a past with this
sort of thing. From China Lake technology and people Operation Popeye
emanated, the 1960's US cloud seeding operation over Southeast Asia.
For more info on ENMOD - "The Convention on the Prohibition of Military or
Any Other Hostile Use of Environmental Modification Techniques (ENMOD)
prohibits using the environment as a weapon in conflicts" see
http://www.sunshine-project.org/ & click on "ENMOD" ( or directly:
http://www.sunshine-project.org/enmod/).
As a pseudo-aside, i took notice of the short length of the proposal - the
last proposal (NIH) that i submitted was 183 pages!
Namaste,
Margaret
I dreamed that science would become the means to alleviate the miseries of
life and to eradicate the scourge of war. Thus, my lifelong outlook on
science was formed: it should push forward the frontiers of knowledge but
also serve human welfare. -- J. Rotblat, nuclear physicist, Pugwash
