to send a message to Cheney and Halliburton that there will be no 
more business as usual. 

Dick Cheney's former company, Halliburton, has received more than $9 
billion in no bid contracts to rebuild Iraq's oil industry and 
service the U.S. troops. Every other week, news reports document a 
pattern of fraud, waste, and corruption by Halliburton – from alleged 
overcharges of $61 million for fuel and $24.7 million for meals to 
confirmed kickbacks worth $6.3 million. Cheney continues to receive 
annual payments from Halliburton in excess of $150,000. And 
Halliburton's campaign contributions between 1999 and 2002 – 95% of 
which went to Republicans totaled more than $700,000. 

Now new revelations further establish Cheney's role in coordinating a 
multi-billon dollar Iraq reconstruction contract to his former 
company. 

In an article published this week in Time magazine, an email sent by 
an Army Corp of Engineer official said Douglas Feith, a senior 
Pentegon official provided arrangements for the RIO contract, or 
Restore Iraqi Oil, between Halliburton and the U.S. government.
