Hmmm.  Just the opposite of what he told me -- he said this was a very unusual case and that's why it had to go thru "legal"  I repeat that Bill said all other feed came directly to UPTV, but DN! came from Dish, so UPTV would actually have a contract w/ Dish.... Go figure

Well, I just got off the phone with Bill Dejarnette.

Despite Bill's terse response to my e-mail, he was forthcoming on the phone
and explained that the legal review would have had to take place in any
case. He said it wasn't different than any other legal contract - it all
flows through the city's legal department (headed by Steve Holz) regardless.
I'm not sure why he just didn't say that in his e-mail or why he never
otherwise mentioned it before. He suggested that Chris Foster perhaps wasn't
aware that there would need to be a legal review or hadn't thought of that
when he repeatedly made promises that he would take care of all the details
in a matter of days. Bill specifically suggested that Chris was perhaps just
making promises that he couldn't keep.

I asked him when we could expect a response from "legal" and he said he
couldn't say. I was able to pin him down enough that he said if he didn't
hear from legal by the end of this week, he would "probably" ask them for an
update, intimating that any longer would be more than he'd normally expect.

I specifically asked whether he was aware of anyone who harbored any doubt
that UPTV would ultimately go through with becoming an FSTV affiliate and he
said no. He repeatedly characterized the current process as "routine".

So anyway, despite the broken promises, long delays and evasive e-mails, my
fears have been alleviated for the time being and we should probably take
Bill's word on this. And if I don't hear from Bill by next Monday, I'll
follow up with him.
