The following is a shameless plug, an Expatriate Manifesto, written over a 
few beers and good cheer with a friend from Martinique at Le Chardon on Rue

America has never been a superpower.

Hurricane Katrina's battering of the Gulf Coast has re-kindled discussion on 
the Great Decline of the American Superpower.

But America has never been a superpower.

The USA is an extraordinarily rich country with vast amounts of economic and 
military power, but it has never been a superpower.

The debate rages on in classrooms, conferences, magazines and Internet sites 
about whether the American hegemony is waning or not. Some people say that 
this hurricane exposed the poor and displaced populations underneath all of 
the grandeur, and officially demonstrated to the world that America is no 
longer a Superpower. But these poor and displaced people have always existed 
in America, long before the hurricane helped to put their faces on 
international television........
