That's a misleading poll, don't you think? The question was, is it enough?
The answer "Yes, it's a start" is ambiguous. Yes it's a start or Yes it's
enough? It's uncontestably a start. The question is whether it's enough. The
feel-good phrasing of the first response may tend to inflate the yes
answers.
