To a degree, true. 

Suppose, hypothetically, that a local mascot for a school was derogatory and insulting to a certain group of people. 

Hypothetically, let us say that a town like Pekin had a high school football team called the Chinks.

I am not sure that an "equal and opposite" mascot countering campaign would be a good move. One mascot is probably too much to start with. 

Even a fan wouldn't want to waste valuable half-time fun by waiting to cheer her favorite and much more appropriate mascot.
