Nixon was calling for tactical nukes in Vietnam in the mid-1950s!!!! I don't know.... All post-WWII Presidents have been extremely imperialistic; Kennedy just had a prudent understanding of how to use US military forces in a more pragmatic way..... The historical record bears out this limited conclusion.
