That's a fairly important matter to ignore.

The point is that the two administrations were pursuing the same overall foreign policy.  How different were their practices?  Allowing for the different circumstances (notably 911), the answer is not much. E.g., Clinton's attack on Serbia was no more legal than Bush's on Iraq.  --CGE
