I am writing to urge you to co-sponsor Rep. Julie Hamos HB 5700. The bill
establishes as public policy that private military contractors should not
receive state funding or support in Illinois.

There is no reason that Blackwater USA-a highly controversial para-military
contractor- should receive Illinois State tax payers monies for police
training, when other organizations including the Police Training Institute
at the University of Illinois, are capable of providing comparable
instruction. In addition, there is no justification for Blackwater USA to
maintain a licensed training site in Northern Illinois for private security
guards and police department (possibly, foreign mercenaries) , with the
abysmal human rights record that they have demonstated around the world.

If the  State of California can halt the expansion of Blackwater at their
West facility; surely, the State of Illinois can legislate that no
further state funds will be spent for this clandestine organization.
