I haven't and I don't.  When I said, "He just goes ahead and does whatever 
he wants, and no one does anything to stop him," I was thinking primarily 
of the legislative branch as the "no one".

The Supreme Court isn't going to do much of anything to stop Bush because 
(a) it's stacked, as you say, and (b) it moves abysmally slowly.  Appeals 
have to start in the lower courts, and wend their way slowly up to the 
Supreme Court.  Due to the doctrine of certiorari, the Supreme Court can 
refuse to consider a case, and in fact refuses to hear probably 95% of all 
the cases that are appealed to it.  To my knowledge the S.C. hasn't even 
considered the constitutionality of "signing statements" yet.
