Expanding (hollow point) bullets were banned from warfare not because they
kill more reliably, but because they maim. They tend to shatter bones more
often, crippling people in a way that is permanent. In the grizzly logic of
war, death is OK but lots of maimed soldiers is not OK.
Some police like expanding bullets because a short-barreled gun can't
achieve a lot of muzzle velocity, and is less likely to stop an attack. The
expanding bullet helps offset this. If used against an armed attacker, an
expanding bullet can save lives.
The best plan of all is usually to not draw the gun, of course. Once a gun
is drawn, it may be hard to avoid using it.
