Right, fining those engaging in undesirable behavior in an effort to eliminate undesirable behavior. The rights of those who are living peaceably and considerately trumping the rights of those who aren't. I can't believe you have a problem w/ this!

Interpreted another way, it may not be some kind subconscious ethnic cleansing, but simply an ongoing turf war between students and residents of Urbana.  The city of Urbana puts all kinds of restrictions aimed at keeping students in Urbana on a short leash.  These include ridiculous parking ordinances, "historic" areas to keep students from divvying up Victorian houses, etc.  Of course, all these ordinances are associated with fines.  Students are viewed simply as people to sponge money off of through legal theft, and are expected not to fight because they are temporary residents.  For the liberal elite professors, this serves both to pay for their liberal guilt and social engineering, as well as keep the young whippersnappers from ruining their yoga meditation and feng shui.

I'll fully admit that these ordinances could be targeting "undesirables" outside the student population, I'm just providing a different perspective.
