What is the right policy concerning a controlled substance?  Right or wrong
pot is illegal and as long as we have laws that criminalize the use of drugs
no ordinance is going to erase that.

Is this policy about having the right to hit the bong pipe without
consequences or is it about making sure that the law isn't enforced in such
a way as to marginalize individuals?

As a resident of Champaign I find it tiresome to hear that the community I
live in is somehow more racist than Urbana. It's an unfair comparison and
only feeds the cultural schisms that exist between the twin cities.
