Okay, I'll take the bait.

This is not a good argument for the current situation. Because the same could be 
said of McCain. McCain had not implemented any of the policies he now proposes, 
including bomb bomb bombing Iran. So should he be president? 

Nobody has implemented the things that Bush has. Lack of opportunity is not  
enough. 

Opportunity should not be given to just anyone.
