Fascism, historically, has been associated with a genuine concern for the 
poor inside of the fascist nation-state. This has been one of the reasons 
for its success in finding converts. This concern is lacking in 
neoconservatism, which it otherwise resembles. So while there is formal 
similarity that is instructive, it is probably an insult to fascism to 
associate it with neoconservatism.
