I strongly suggest that you question the BOT of the U of I on this matter.  I remember that when the U of I hosted its yearly debate upon whether or not to keep "Chief Illiniwek," the Native Americans were allowed to stay the night in area churches or upon the lawn in a tee-pee.  A tent city?  Do you mean like a shanty town?  I think the city or the county is attempting to keep those who use the services you speak of from homesteading more than from keeping the program from functioning but are not, for some reason, stating this, perhaps because they need funding.  But please, check with the BOT of the U of I on this matter and then to Timothy V. Johnson.

Abby, you mention churches as an alternative to Catholic Worker House for Safe Haven.  Wouldn't the problem be the same?  If the church is within the city limits of the City of Champaign (or Urbana), wouldn't local zoning regulations apply to ban a tent city?  If the church is outside city limits but within Champaign County, do you happen to know what the county zoning regulations are?
