We've recently observed the 65th anniversary of the invasion of Normandy, June
6, 1944, for the announced purpose of ending the German occupation of France.

Suppose the German government had responded by saying that "Not later than
December 31, 1944, the General Staff of the Wehrmacht shall submit to the
Reichstag a report outlining the German exit strategy for German military forces
in France participating in the Occupation."

Would anyone have seen that as an anti-war position? --CGE
