STOP WAXMAN-MARKEY TODAY!
No amendments were allowed on the Waxman-Markey bill yesterday, but a
new version of the bill was introduced around 2:30am this morning, with
400 pages of new content that no legislators have even had time to read,
and which isn't even available online yet.
Based on what we already know is in the bill, it will do FAR too much
damage and will NOT be a solution to climate change. It will mean more
Enron-like economic scandals, polluting corporate giveaways and numerous
false solutions and environmentally-damaging schemes that vulnerable
communities will have to fight. In short, it will do more harm than good.
We urge you to help us STOP the bill, so that there is time to read it
and to organize for a climate legislation that will actually do what is
needed, not lock us into a failed policy that will waste time that our
planet doesn't have.
I know that the strategy outlined below -- calling on the "blue dog
Dems" to reject the bill using "tax" rhetoric that will resonate with
them -- may sound risky to many of you. Feel free to add your own
messaging on how the bill should not support nuclear power, coal, oil,
gas, incinerators, biomass, ethanol, Wall Street firms itching to trade
in carbon emissions rights, etc.

Hello again,
It is a cliff hanger: the Climate Change bill (ACES) has reached the
edge. Waxman and Markey need 218 votes in the U.S. House to get it
passed. The word is that some environmental groups like EDF are telling
their rank and file that they have between 230-240 votes. Others are
saying they don't have the votes. The swing voting block is turning out
to be the 42 Representatives who call themselves the "Blue Dog
Democrats" - conservative democrats who are concerned about things like
the costs the bill will impose on consumers in the form of higher
electric bills. If these 42 do not vote for the bill, it probably won't
pass. There is a decent chance Blue Dogs won't vote for the bill
because some are annoyed that Speaker Pelosi is trying to force a vote
on this 1201 page bill without giving them a reasonable chance to look
it over and talk to their constituents about it.
Below is a list of the Blue Dogs who will make or break the vote tomorrow.
It is critical that we get phone calls to them so we are asking you to
please call!
A suggested pitch to the person answering the phone is:
I am calling to urge your boss to vote NO on "CAP and TAX" bill today.
They will then ask what part of the district you are calling from-if you
are not from the representatives district, you may say:
"Your boss is well known as a independent thinker and ALL Americans need
their vote against this bad bill." or
"Our network of citizens concerned about the bill extends to all states."
You might also say you concerned that the bill does not do enough to
curb climate change, it includes biomass burning as renewable energy, etc.

"...The climate bill's supporters may not want to address the
question, but lingering in the back of many a mind is what happens if
the House cannot pass the legislation."
Rep. Peter DeFazio (D-Ore.) said a losing House vote does not bother
him considering the Supreme Court has already granted U.S. EPA
authority to regulate greenhouse gases.
"I had Henry Waxman and others ask me, 'OK, so what if this fails?'
And I say, 'If I was the president, Saturday morning, I'd hold a press
conference or I'd use my radio address and say, climate change is a
real problem. America must lead. My EPA has already begun promelgating
rules. I'm now proposing that they adopt the schedule for reductions
that was in this bill and do it in a regulatory matter," DeFazio said.
"Their argument to me is 'They'll get sued.' And I say, 'We did the
Clean Water Act somehow.' We cleaned up our rivers without involving
Wall Street and without saying, 'Gee, I'm going to pollute the
Wilamette River in Oregon because I'm cleaning up the Amazon in
Brazil.' We didn't do any of that and it worked great."
