inform you as soon as possible about this very important development.

Carle Foundation Hospital and Carle Clinic have proposed to merge in order
to come into compliance with new federal laws and regulations. Under the
proposed merger, Carle Clinic would actually become a part of the non-profit
Carle Foundation, and would operate as a non-profit physician clinic, AND
would honor the financial assistance policies of the non-profit Carle
Foundation Hospital!

This "merger" (really an acquisition of the Clinic by the Foundation), could
be the single best thing to happen in this community to make health care
accessible to the great number of people who have had problems with access
to primary and specialty care - low-income people, people with Medicaid
insurance, and people with outstanding medical debt (including those who
have been "no serviced" by Carle Clinic).

The change in ownership structure must be approved by the IL Health
Facilities Planning Board, through the Certificate of Need (CON) process. As
part of that process, public hearings can be held in order to hear from the
affected communities about whether or not they support the proposed change
and why.

As a community, we have a tremendous opportunity through this CON process to
voice our support for this proposed merger.

TIME: 10 a.m.
WHERE: City of Urbana Building, Council Chambers (400 S... Vine Street,
Urbana, IL 61801)

In accordance with the requirements of the Illinois Health Facilities
Planning Act, notice is given of receipt to pursue a change of ownership.
Project 09-059, Carle Foundation Hospital, Urbana. Applicants: The Carle
Foundation Hospital and The Carle Foundation. The applicants propose to
acquire the assets of Carle Clinic Association, and ownership interest in
Health Alliance Medical Plan, Inc. The Carle Hospital campus is located at
611 West Park Street, Urbana. Project cost: $245,377,783.

A Public Hearing is to be held by the Illinois Department of Public Health
pursuant to the Illinois Health Facilities Planning Act. The hearing is open
to the public and will afford an opportunity for parties with interest to
present written and/or verbal comment relevant to the project. All
allegations or assertions should be relevant to the need for the proposed
project and be supported with two copies of documentation or materials that
are printed or typed on paper, size 8" by 11".

Consideration by the State Board has been tentatively scheduled for the
March 2-3, 2010, State Board Meeting.

The public hearing will take place pursuant to Part 1130.910. The hearing is
scheduled for 10:00 a.m. on Wednesday, November 4, 2009 located at Urbana
City Council Chambers, 400 S Vine Street, Urbana IL 61801.
