	Sen. Levin seeks smart Afghan plan
	More training, not more U.S. troops, would be key

Despite public opinion tilting toward a U.S. pullout from Afghanistan, U.S. Sen. 
Carl Levin said Wednesday he's not advocating an exit strategy, but a smarter 
one. Levin said his strong opposition to sending in more combat troops is rooted 
in the belief that Afghans want to -- and have to -- win the war against the 
Taliban.

"If a majority of the country wanted to pull out tomorrow, I would say no," he 
said. "It's a national security issue. ... There can be success in Afghanistan, 
but if there's going to be success, it's going to be Afghan success"...
