In case you were wondering . . . 

An account of Hillary Clinton's speech to the Council on Foreign 
Relations appeared on the BBC web site that was unusually explicit about 
its message touting America's global "leadership."  It appears that it was 
so much so -- so crass in laying out her implicit message of US 
planetary dominance & hegemony -- that another piece about the 
supposed Mexican drug "insurgency" was substituted for it within a few 
minutes at the same URL.  

That's why you saw something unexpected if you followed the link.

A much more muffled account was in the NY Times, 9/8: 
. . .  
" In a speech meant to showcase the successes of the Obama 
administration’s foreign policy, Mrs. Clinton emphatically reasserted the 
primacy of American power in a dangerous world."   .  .  .  

 " After years of war and uncertainty,” she said, “people are wondering 
what the future holds, at home and abroad. So let me say it clearly: The 
United States can, must, and will lead in this new century.”

 Etc.
