I would not suggest that state-owned enterprises are generally part of 
the Chinese "miracle".

Thousands of state run enterprises have closed and been replaced by 
private enterprises.

Although there are indeed well run state-owned enterprises, the general 
characteristic
of state-owned enterprises is that they are bureaucratic and poorly 
managed, generally
stupidly managed and are populated by generally inert and ineffectual 
institutionalized workers.

Hence the article mentions privitization as a goal.
