Bazzani  [buh-ZAH-nee] n. (/also known as Bazzani scheme/) .  A method 
of legal plunder of
public wealth via manipulation of regulations by public officials.

v.  to use one's position of authority and knowledge of regulations as a 
means of plundering
public wealth, particularly pension funds.
