Has a threat of impeachment ever stopped a POTUS from attacking and invading another country in the past ?  Yes, according to President George H.W. Bush in his 2008 memoir "A World Transformed", it was because of the threat of impeachment that he ordered a military cease-fire on 28 February 1991 halting U.S. troops from further invading Iraq in the First Gulf War. Why wasn't there a threat of impeachment to try to prevent President George W. Bush from invading Iraq in 2003 ?  Actually, there was.

Congressman John Conyers of OH, as the Ranking Member of the House Judiciary Committee, had gathered members of Congress, former U.S. Attorney General Ramsey Clark, and International Law Professor Francis A. Boyle in March of 2003 so as to put together a bill of impeachment against President George W. Bush to try to prevent him from launching a war on Iraq.  According to Professor Boyle, they had made good progress on putting together a bill for impeachment, but the meetings were interrupted and the effort was abandoned after John Podesta representing the Democratic National Committee intervened and convinced Congressman Conyers to not move forward with a threat of impeachment to prevent the Iraq War.

Mr. Podesta in his position as a member of the Democratic National Committee informed Congressman John Conyers that the DNC had decided that it would be more beneficial to the Democratic Party in the 2004 elections to instead of trying to stop George W. Bush from launching a war in March 2003, actually let him and the Republicans have their war ... a war that has killed well over a million and a half innocent Iraqi's, destroyed the lives of millions more, and taken the lives of over 4,400 of our own U.S. troops kept in the fight while on our watch.

Yes, the "honorable" Congressman John Conyers ... a self-proclaimed "proud member" of Veterans For Peace ... aborted an impeachment effort in March 2003 which could have prevented President George W. Bush from "shock and awe" attacking Iraq on 19 March 2003 so as to make the Republicans look bad and therefore give the Democrats a better chance in the 2004 elections.  Hey, that's what we're dealing with here folks.

It should be noted that it was Professor Francis Boyle who had helped Congressman Henry Gonzalez of TX in 1991 draft the bill of impeachment that was waiting to be introduced should President George H.W. Bush invade Iraq after forcing the Iraqi forces out of Kuwait and back into Iraq and which according to President Bush himself was enough of a threat to get him to order an immediate cease-fire on 28 February 1991.

So people, the responsibility rests with us ... we the people.  It begins with making the call as per the "responsibility" and "duty" our fellow Veteran For Peace Mike Ferner spoke so passionately about.  The political figures, to include the national leadership of our own respective organizations such as Veterans For Peace, are not going to do the right thing ... especially if it requires risk to their respective political and organizational standings ... unless they feel pressure to do so from we the people.
