Well, in a way you are both right.

Gore may very well have tried to do similar/same. But, I really doubt that
he would have been enough of a personality to sell it to Congress.

One thing of which I am currently convinced, unless something changes a
whole awful lot, we are going to have ever increasingly worse presidents.
Wielding more and more power.
