Senator Kirk:

I am in receipt of your "Kirk Report" dated July 23, 2013, with its account of your "BIPARTISAN ANTI-GANG INITIATIVE." 

That would seem to be primarily a problem for local law-enforcement, not the Senate, in spite of an obvious lapse: the failure of the Congress to provide a serious jobs program - like the WPA, in the Great Depression. The current recession has revealed you and your colleagues to fall far short of your Depression-era predecessors in the most important "anti-gang strategies" - providing worth-while jobs at a living wage "in Illinois and around the nation." 

Meanwhile, you support a gang far worse than the Gangster Disciples - the "Joint Special Operations Command, " the 25,000-member private army with which the president carries out his world-wide assassination program. (JSOC's spokesman claims that it is active in more than a hundred countries around the world.) 

It is the responsibility of Congress to bring to an end this obviously unconstitutional activity by means of the impeachment power. Can there be any more obvious high crime and misdemeanor than unauthorized killing of men, women, and children around the world?

Of course the administration hides its crimes - drone killings are "secret" - and persecutes those who reveal them, but the Congress cannot avoid its obligations by pleading ignorance: the situation is known around the world. I hope you will take up your responsibility to curb the crimes of the executive branch and its criminal gangs.
