[Peace-discuss] jail needs assessment (draft) report is now available

The report shows that those who do business with the jail
are largely young, male, and single.  They tend to be black
and they tend to be unemployed or under employed.
They are not poorly educated or illiterate in general.

The jail system does no thing to improve the attitude of
the young single male toward the society, but it does employ
a lot of bureaucrats and thugs.
