Dear CCHCC Friends,

On Memorial Day, May 27, the Illinois House PASSED the Illinois Medicaid
Expansion bill (SB 26).

SB 26 will expand Medicaid to include ALL low-income residents who earn
less than 139% of the Federal Poverty Level (about $15,000 for an
individual) as of January 1, 2014. Currently, being low-income is not
enough to qualify for Medicaid in Illinois; you must also be either a child
under age 19, a pregnant woman, parent of minor children or have a
disability. But starting in 2014, under the health reform law and because
of SB 26, Illinois is expanding the Medicaid program so that anyone who
earns less than 139% of the Federal Poverty Level will be eligible through
the Marketplace.

SB 26 now goes back to the Illinois Senate this week for the Senate to
vote on the House amendments to the bill and then goes to Governor Quinn,
who has publicly voiced his support for Medicaid expansion!

Also, thanks to your response to last week's Call to Action, the Illinois
Senate DID pass HB 3227 last Thursday, May 23. The Illinois Health
Insurance Marketplace bill (HB 3227) establishes a consumer-friendly,
state-run Marketplace in Illinois starting in 2015. Illinois will be
operating a state-federal partnership Marketplace for 2014. 

It is crucial that Illinois House passes the amended HB 3227 THIS WEEK as
this is the end of the Illinois General Assembly Spring session. If it is
not passed this week, it would have to wait until November's Veto session
to be brought up for a vote -- and that will tremendously limit how much
time the state will have to set up a state-run Marketplace for 2015.

Representative Naomi Jakobsson is a cosponsor of HB 3227!
