Good flyer.

In a situation of deprivation the non-essential functions are shut down.

Life forms shut down the defense system (immune system) when
faced with various life support challenges.

Obviously this "shutdown" is not much of a threat to the body politic.

They are shutting down the parks because that is a visible service
of government that people like and doing so hurts people and flexes
the muscle of government and makes people angry.

People on the left and right should note that
warmongering is a normal function of a monarchic
government or an oligarchic one like that of the usa.
