I think think the US/Israeli/Saudi policy is actually more malign that that. 

The USG & its droogs don't want to overthrow Assad so much as they want to keep the blood-letting going. As Arabs kill Arabs, Persians (so to speak) are progressively weakened - and are more encouraged to do a deal with the US. (That, far more than sanctions, brings Iran 'to the table.') "Divide et impera" is the oldest imperial slogan: hence the US encouragement of Shia-Sunni confrontations (largely absent without US incitements, which go back to the Carter administration). 

If the US/Israel really wanted to overthrow Assad, they could do it by direct military engagement thru Golan (not just by sending arms through Benghazi). But they prefer the bleeding to continue - in part because the US at least thinks they can do a deal with Teheran (which its clients realize and fear). Remember that US control of Mideast energy resources for more than a generation (until 1979) rested on a tripod Israel-Iran-Saudi Arabia. Foggy Bottom wants to reconstitute that. 

If Israel pushes the confrontation with Iran (even by attacking Hezbollah), it will be to scuttle a US-Iran deal. The question will be whether the US can keep them from doing it. So far they have. But the meetings have undoubtedly been unpleasant.
